Rivers Government Strengthens Civil Service with 11 New Perm Sec Appointments

In a move aimed at enhancing the efficiency and effectiveness of the state’s public service, the Rivers State Government has appointed 11 new Permanent Secretaries to key ministries and departments.

The appointments, announced by the Office of the Head of Service, are part of an ongoing effort by the administration of Governor Siminalayi Fubara to inject fresh energy into the state’s civil service and ensure seamless delivery of government policies and programs.

Speaking at the swearing-in ceremony held at Government House, Port Harcourt, Governor Fubara charged the newly appointed officials to uphold the highest standards of integrity, professionalism, and accountability in the discharge of their duties. He emphasized the critical role permanent secretaries play in driving policy implementation and coordinating administrative activities across the state.

“These appointments are not just about filling vacancies; they are about strengthening governance and improving service delivery. We expect you to be innovative, transparent, and results-driven as you take up this new responsibility,” the governor said.

He further stated that the appointments were based on merit, seniority, and proven track records in public service. The selection process, he noted, reflects his administration’s commitment to rewarding competence and dedication within the civil service.

The newly appointed Permanent Secretaries include a diverse group of seasoned professionals drawn from various ministries. Their portfolios are expected to be assigned shortly.

The Head of Service, Dr. George Nwaeke, commended the governor for his continued support for civil service reforms and capacity development, noting that the new appointees will help stabilize and reinvigorate the administrative structure of the state.

Observers see the move as a strategic step toward building a more efficient bureaucracy, especially as the Rivers State Government pushes forward with its developmental agenda across sectors such as education, healthcare, infrastructure, and digital transformation.

The appointments have been widely welcomed by stakeholders who view them as a positive signal of the governor’s intent to reposition the public service as a vehicle for meaningful governance.
